Can anyone prove one way or the other whether Capitol Hill Blue is to be considered a reliable source or not?
If it turns out that it's just clever satire or wishful thinking, that's OK. I just want to know.

It's not a parody site or anything, but its reliability is pretty questionable. They got burned on a story that turned out to be completely made up a few months ago, and I've been pretty leery of them ever since.
As near as I can tell, they seem to be a bunch of guys who know some people in DC and write up gossip reports about it all. Some of it might be true, but it's hard to say what is and what isn't.
