Since President Bush was the governer of Texas and is a Texan, no doubt that is the famous Longhorn salute!

Actually, George Bush was born and raised in Connecticut, and didn't move to Texas until after he graduated College. He didn't go to college in Texas, either.

Keith Olbermann caught this, and apparently for the Norwegians (and other Skandinavians), it means "the devil", further confusing his hosts. All info above about Bush is correct. It's just a stupid college "sign".
