You can try adjusting the contrast and brightness. Go to Image/Adjustments/Brightness-Contrast. I played with it a little, but without seeing Tommy to gauge how true it was to his coloring, it was impossible to know if I had a true image. You can see Bear's face though.

Very nice cats! It's a pity not having a clear foto of them. Working with Adobe Photoshop is not so difficult, the wizard offers step-by-step help. I support Artistry's idea that you should play a little bit with the Brightness-Contrast option. I am sure you will obtain a good result. Good luck!
